Identification of Post Offices for installation of ATMs


Under Core Banking Project, the Department of Posts has planned for installation of 1000 ATMs. It has been decided to install ATMs in 192 Sub Post Offices apart from the HOs already planned. Directorate has now  asked the Circles to identify the Sub Post Offices based on the following criteria:

1. Project Arrow Office

2. Offices in Departmental building (for providing for an ATM room of 80 sq feet space) and located at a distance from the identified Head Office ATM and if feasible has space for parking.

3.  Office with large number of SB accounts and likely to be frequented by large number of POSB customers irrespective of where they hold their accounts.

Sale of New Products through Post Offices


The Central and State Governments have taken various measures from time to time to promote and popularize small savings schemes through print and electronic media by way of holding seminars, meetings and providing training to various agencies involved in mobilizing deposits under the schemes.

                  Further, with a view to sustaining investor’s interest in the small savings schemes, the features of the schemes are reviewed from time to time and various improvements and amendments in the schemes are introduced.


·    With effect from 1.12.2011, interest on Post Office Savings Account has been increased from 3.5% to 4% per annum.
·    Maturity period of Monthly Income Scheme (MIS) and National Savings Certificate (NSC-VIII Issue)  reduced from 6 years to 5.
·    New NSC (IX-Issue) instrument, with maturity period of 10 years, introduced.
·    Annual ceiling on investment under Public Provident Fund (PPF) Scheme increased to Rs. 1 Lakh.
·    Liquidity of Post Office Time Deposit (POTD)-1, 2, 3 & 5 years improved by allowing premature withdrawal at the rate 1% less than the time deposits of comparable maturity.
·     For premature withdrawal between 6-12 months of investment, Post Office Savings Account(POSA) rate of interest will be paid.

                        I am directed to refer to this office letter of even number dated 15.06.2011 on the subject mentioned above and to say that Unions, in the meeting with Secretary (Posts) on 10.01.2012 and 12.01.2012, pointed out that the instructions issued vide ibid letter are not being followed strictly.

                        It is, therefore, again requested to please ensure that the cases of grant of Child Care Leave are liberally dealt with as per the instructions of Government of India as mentioned in the letter referred to above.

Delhi HC says long leave with proof OK


New Delhi, May 14, 2012(HT): The Delhi High Court has ruled that if an employee remains absent for long owing to medical emergency in the family, resultant domestic problems and submits proof of it, he cannot be dismissed for taking ‘unauthorised’ or ‘excessive’ leave.
“Once the enquiry officer was satisfied that the delinquent employee had taken leave, though excessive, for the sickness of his wife and that medical documents had also been given by him, the enquiry officer had no business to say the workman was guilty of availing excessive leave,”Justice PK Bhasin ruled.

He also said the authority could not punish the employee for unauthorised absence.
The court said this while dismissing an appeal by Delhi Transport Corporation (DTC) against a Delhi Industrial Tribunal order asking it to reinstate driver Anil Kumar, who was dismissed in September 22, 1992, for“unauthorised absence” from duty for 147 days.

The tribunal had asked DTC to reappoint him with full back wages and service seniority. DTC contended that Kumar was dismissed after a proper probe by its inquiry officer.
The tribunal had noted that Kumar had submitted medical certificates of his wife’s treatment at LNJP Hospital from March 1990 to December 1990 and May 1991 to June 1991.
It had also taken into consideration the fact that Kumar said there was nobody except his wife and himself to look after their children. And the resultant domestic problems, which forced Kumar to take leave, and had wondered how the inquiry officer could give an order against Kumar.

Announcement of vacancies for PS Group B Examination


The PS Group B Examination is scheduled to be held on 03.06.2012. But the vacancies for the Examination is yet to be notified by the Directorate. Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only. As per the calculations made by the IP/ASP association of Punjab circle, Vacancies predicted for the PS Group B Examination under each category as per existing recruitment rules are around 19 for IP Line in 165 point roster and 2 for General line in 52 point roster.
