Cadre Restructuring Proposal for Group -C

Cadre Restructuring Proposal  for Group -C Cleared by Ministry of Communications & IT 


The Cadre Restructuring for Group -C Employees has been signed by the Ministry and forwarded to DOPT for Final Approval on 13.05.2015.

It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.



The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II posts will increase from 2 % to 12 %

3. Number of HSG I posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of promotion.

1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and I MACP officials would man the offices.

2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.

3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.

4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring...

The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/- 

The Grade I Posts are likely to get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.

The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.

The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II for Postmaster Grade III.

Dearness Allowance hiked by 6% for Central Govt. Employees and Pensioners

In a bonanza to over one crore central government employees and pensioners, The Cabinet today hiked Dearness Allowance (DA) by 6 per cent to 113 per cent of their basic pay with effect from January. 

The decision benefiting 48 lakh government employees and 55 lakh pensioners would lead to an outgo of Rs 7,889.34 crore in the current fiscal. 

The decision to hike the DA was taken at the meeting of the Union Cabinet headed by Prime Minister Narendra Modi, an official statement said. 

"Central Government employees as well as pensioners are entitled for DA/Dearness Relief (DR) at the rate of 113 per cent of the basic pay with effect from January 1, 2015," it added. 

The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission

The release further said the combined impact on the exchequer on account of both DA and DR would be of the order of Rs 6,762.24 crore per annum, and Rs 7,889.34 crore in the 2015-16 (for a period of 14 months from January 2015 to February 2016). 

DA was last revise in September last year from 100 per cent of basic pay to 107 per cent. The increase was effective from July 1, 2014.

Government employees may get LTC to visit SAARC Nations -- PRESS NEWS

Central government employees may get to visit some SAARC nations barring Pakistan under new Leave Travel Concession (LTC) rules being finalised by the Centre. 

"Employees will be able to avail LTC to visit some SAARC countries. A proposal in this regard is being finalised by the government," Union Minister Jitendra Singh told . 

LTC allows grant of leave and ticket reimbursement to eligible central government employees. 

The decision has been taken to promote people-to-people contact and boost tourism among the SAARC regions, he said. 

"The government has been taking many steps to promote trade and travel. This is one of such steps to further boost ties among SAARC nations," said Singh, Minister of State for Personnel, Public Grievances and Pensions. 

The South Asian Association for Regional Cooperation (SAARC) is a group of eight nations comprisingBangladesh, Bhutan, Maldives, Nepal, Pakistan, Sri Lanka, Afghanistan and India. 

Officials in the Personnel Ministry said the LTC facility will not be available for visiting Pakistan and few other nations due to security concerns. 

The draft for new LTC rules is in initial stage and it will be finalised after inter-ministerial consultations, they said. 

"One of the major decisions taken by the Narendra Modi government soon after it took over was to extend the facility of conversion of 'home town' LTC to visit states of Jammu & Kashmir, northeastern region and Union Territory of Andaman & Nicobar for a further period of two years up to September 25, 2016," the Minister said. 

The Personnel Ministry has been regularly reviewing LTC rules to allow government employees to visit unexplored places like northeast. The ministry is also considering allowing government servants not entitled to travel by air to fly in economy class. 

The ministry has of late put in place measures to check misuse of LTC facility. CBI is probing fake travel bills scam (LTC scam) allegedly involving certain government employees and present and former Members of Parliament. 

"All the ministries or departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. 

"In order to keep a check on any kind of misuse of LTC, ministries or departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials," according to an order issued by the Personnel Ministry.

6% DA Hike to Central Govt Employees from Jan 2015 - Announcement likely in next week

As per sources, 6% enhancement in  D.A. payable to Central Govt. employees and pensioners is likely to be declared in the coming week. A note in this regard is likely to be forwarded in the next cabinet meeting for approval. With this hike, central D.A. will be 113% with effect from 1st january 2015. As per practice, arrears from January to March 2015 will be paid in cash in the month of April.
