According the press release the All-India CPI-IW for April, 2013 rose by 2 points and pegged at 226 (two hundred and twenty six).  This two point increase confirmed 10% increase in Dearness Allowance from July, 2013 as already expected on this site click here to see.  Therefore DA from July, 2013 will be 90% and will be announced in September or October in this year.  It is also more clear from following table:-

India Post set to open first ATM in Bangalore



BANGALORE, INDIA: When you hear 'ATM', what is the first thing that you relate to it? I am sure, many of us, including me, relate it to savings bank ATM card.
 
How about an ATM card similar to a debit card/ATM card issued by a bank for postal account? Sounds different right?
 
Yes, the Department of Posts, in an effort to provide enhanced solutions to its customers is all set to launch the first Automated teller Machine (ATM) in Bangalore GPO premises shortly, through a core banking solution.
 
Last year, the department of post had announced that it has plans to set up 1,000 ATM centres at different post offices across the country, with an aim provide better customer service through IT enablement of business processes and support functions.
 
Implementing new banking solution enables postal department to offer all kinds of services that are offered by private banks to more than 200 million post office saving bank (POSB) account holders in 1.55 lakh post offices.
 
When CIOL enquired about the launch of India's first India Post ATM, an official concerned with the Bangalore post office said, on condition of anonymity, that the ATM facility will be launch shortly with good features.
 
He further added that the postal ATM card enables POSB account holders to withdraw money from any bank ATM, provided they have enough savings.
 
"POSB account holder need not rely only on Post Office ATMs," he added.
Recently, TCS announced that it had bagged a Rs 1,100 crore, six-year contract from the Department of Posts to provide end-to-end IT modernisation program to equip India Post with modern technologies and systems to enable it to serve more services to more customers, in an effective manner.

Under the deal, TCS will manage data migration, infrastructure, SLA, call centre and centralised 24x7 service desk operation for DoP, it said.
Tata Consultancy ServicesBSE -1.15 % (TCS) on Wednesday said it has bagged a six-year contract from the Department of Posts (DoP) worth over Rs 1,100 crore. 


The end-to-end IT modernisation programme to be implemented by TCSBSE -1.15 % will equip India Post with modern technologies and systems to enable it to provide services to customers in an effective manner, TCS said in a statement. 

The scope of the project, dubbed India Post 2012, includes developing and supporting mail, finance and accounts, HR, and customer interaction management solutions for all channels including Rural ICT platform. 

Under the deal, TCS will also manage data migration, infrastructure, Service Level Agreement (SLA), call centre and centralised 24x7 service desk operation for DoP, it said. 

The end-to-end security solutions, Enterprise Management System (EMS) and over all integration for entire system is the responsibility of core system integrator ( CSI), the statement said. 

"India Post has a vision of being a technology-enabled self-reliant market leader and is looking to move from a government service provider to a customer-enabled service provider where the customer will be the focus of multifarious service delivery platforms," DoP Secretary P Gopinath said.

Seventh pay commission likely this year


No merger of D.A. but seventh pay commission likely this year.
 
According to our sources in New Delhi, there is no chance of any merger of Dearness Allowance with basic pay as demanded by the associations. But the Government is considering the formation of seventh pay commission.
 
The seventh CPC is scheduled to be effective from 1.1.2016 and if it is formed this year, there will be ample time to finalize it’s recommendations. Moreover, if it is not effective from an earlier date, the Govt. will be free from any burden of paying arrears, which may adversely effect the fiscal situation.
 
Most significantly, in the eve of general election, the Govt. may spread a “feel good” situation among the employees without having to pay an extra penny from the exchequer. In the other hand merging D.A. with basic pay will lead to a considerable expense and as there is definite negative recommendation of sixth CPC in this respect, Govt. can easily deny this demand.

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:-
(a) whether the Government has abolished 17093 posts across the cadres in the department of posts during the period from 2005 to 2008; 
(b) if so, the details thereof and the reasons therefor; 
(c) whether there is a shortage of staff in various cadre in the department and in the post offices in the country; 
(d) if so, the details thereof, State-wise; and 
(e) the steps proposed to be taken to fill the vacant posts expeditiously, so as to ensure prompt and quality service to customers?

ANSWER

(a) Yes, Madam.



(b) The details of abolition of posts are placed at Annexure-I. The reasons for abolition of posts were in accordance with Department of Personnel & Training OM No. 2/8/2001-PIC dated 16.5.2001 vide which the Scheme of Optimization for Annual Direct Recruitment Plan was launched. As per this Scheme, the direct recruitment was to be limited to 1/3rd of the direct recruitment vacancies arising in a year subject to a further ceiling that it does not exceed 1% of the total sanctioned strength of the Department. The remaining direct recruitment posts were required to be abolished. 

(c) Manpower requirement and regular recruitment is an ongoing process in the Government. Shortage of staff in the Department and in the Post offices in various cadres arises mainly due to promotion, retirement, death, leave or transfer. 

(d) Does not arise in view of (c) above..

(e) Vacancies in the Department are filled up by promotion or by direct recruitment as per extant procedures regularly.

Anti-Terrorism Day to be Observed on 21st May


Anti-Terrorism Day will be observed tomorrow. Every year it is observed throughout the country on 21st May. The day is marked by a pledge taking ceremony among other activities. 

The Day is observed to generate awareness in the country among all sections of people, about the danger of terrorism and violence and its effect on the people, society and the country as a whole. It was on this day in 1991 that former Prime Minister Rajiv Gandhi fell to the designs of terrorists. 

The objective behind the observance of Anti-Terrorism Day is to wean away the people from terrorism and violence. On the occasion, debates, discussions, symposia, seminars, lectures, etc. are held in schools, colleges and universities on the dangers of terrorism and violence. 

Many NGOs, social and cultural organizations also organize their own programmes to highlight the ill effects of violence and terrorism. Anti-terrorism/anti-violence pledge is taken in all Government offices, public sector undertakings and other public institutions.
