Applications are invited from meritorious Sportspersons in the following disciplines for appointment as Postal Assistant, Sorting Assistant and Postman in the Department of Posts against the vacancies for the years 2004 to 2010 under sports quota in Kerala Postal Circle, including 7 vacancies set aside for special consideration as per the Hon. High Court of Kerala  orders in this regard.

Meritorious Sports Candidates will be selected for appointment based on the instructions contained in the Department of Personnel & Training  OM No. 14015/1/76-ESTT.(D) dated 04.08.1980 as amended from time to  time in the following order of preference and on their performance in the selection trials.

First Preference:  The candidates who have represented the country in an INTERNATIONAL competition with the clearance of the Department of Youth Affairs and Sports.

Second Preference:    The candidates who  have represented and won medals or positions up to third place in the Senior or Junior Level National Championships organised by the recognised Sports Federations or National Games organised by the Indian Olympic Association.  Between the Senior and Junior Levels, candidates who have won the medal in the Senior National Championship will get preference.

Third Preference:    The candidates who have represented a University in an Inter-University competition conducted by the Association of Indian Universities /Inter-University Sports Board and have won medals or positions up to the third place in finals.

Fourth Preference:    The candidates who have represented the State Schools in the National Sports/Games for Schools conducted by the All India School Federation and have won medals or positions up to the third place.

Fifth Preference:       The candidates who have been awarded a National Award in physical efficiency under the National Physical Efficiency Drive.

Sixth Preference:  The candidates who have represented a State/Union        Territory/ University / State School Teams at the Levels (II) to (IV)   above but could not win a medal or position in the same order of preference.

India Posts announces rebate on gold coins for Pushya Nakshatra


India Post today announced a 6.5 per cent discount on sale of gold coins on the occasion of Pushya Nakshatra on September 12.

"On the occasion of Pushya Nakshatra on September 12, a special discount of 6.5 per cent is allowed to customers," Chief Postmaster General M Poornachandra Rao said in a release.

The gold coins being sold in association with Reliance Money Infrastructure Ltd were available in 0.5, two, three, five 8,10, 20 and 50 gm denominations, he said.

GDS JCA AT NATIONAL LEVEL

CLARIFICATIONS: The formation of JCA by FNPO- AIPEDEU has not yet been finalized. It may be finalized on 17/09/2012 by Sri P.U. Muralidharan General Secretary NUGDS.  In the meantime ,the FNPO affiliated unions General Secretaries will meet on 11/9/2012 at Hyderabad to discuss the formation of GDS JCA at national level.

India Post holds Workshop on Financial Inclusion Programme


A workshop on financial inclusion programme was organized by India Post from 04th Sep. 2012 to 06th Sep. 2012. Nineteen international participants from nine countries including India, Bhutan, Nepal, Maldives, Vietnam, Malaysia, Indonesia, Myanmar and Bangladesh attended the said workshop. Further three delegates from United Postal Union (UPU) Headquarter Bern and one from UPU regional HQ Bangkok also attended the workshop. 

This workshop was led by Mr. Serguei Ananda who is head of financial services at UPU. In this workshop two UN agencies came together i.e. UPU and International Federation of Agriculture Development (IFDA) to develop facilities for cross border money remittances and its deliveries in rural areas. 

This programme was mainly for the Indian workers of abroad who regularly send money to their relatives in the rural areas in India. 

IPO Examination-2012 further Postponed

IPO exam 2012 scheduled to be held on 15 &16 September 2012 has been postponed till further order by the competent authority vide DTE letter no. A-34012/07/2012-DE dated at New Delhi, 6th September, 2012.

DOP Signs Agreement with South Africa Post for EMS Service


The Department of Posts (DoP) has signed an Agreement with South Africa Post for starting international EMS (Speed Post) service with that country. This agreement signed recently is expected to augment people-to-people contact between the two countries, and foster trade, as EMS is a popular export channel for small and medium enterprises. The EMS service to South Africa will be available at the major post offices from September 2012 onwards. 

EMS or Express Mail Service is a premium service that enables its users to send letters, documents and parcels faster with the added facility of being able to track the movement of the item on the internet.

Sale of forms for Postal Assistant sorting Assistant, Postal assistant for SBCO and mail motor is going on from 11th of August from identified Post Offices. Seeing the excessive crowd and demand of the form, India post has now decided to make these forms available online and can be downloaded from the India Post website www.indiapost.gov.in.It will facilitate the eligible candidates in getting the forms and save them from standing in queue as well as their time. For this purpose eligible candidates will send an email on the prescribed address and thus they will get the form in return on their own given email address.

A reference is invited to the notification dated 11.08.2012 of this wherein applications for recruitment to the cadre of Postal Assistants, Sorting Assistants, PA MMS,PA SBCO,PA RLO and PA foreign Post was issued inviting applications from the eligible candidates. The sale of Application forms through the identified Post Office counters has commenced from 11.08.2012. It is hereby informed that the Application forms for the above posts can also be downloaded from the India Post website (i.e. www.indiapost.gov.in) for enabling the applicants to download the same and for further submission within the stipulated date. The other terms and conditions issued in the original notification dated 11.08.2012 remain the same.

1. The applicants applying on the application form downloaded on line has to pay:

a) Rs. 50(Rs. Fifty) towards Application cost and Rs. 200(Rs. Two Hundred) towards examination fee. The fee for Application cost at Rs. 50 shall be paid by all the candidates. For Examination fee, Scheduled caste, Scheduled Tribes, Women, Physically Handicapped candidates are exempted.

IT Minister Kapil Sibal calls for separating regulatory services functions of Department of Post


Communications and IT Minister Kapil Sibal has called for restructuring of 150-year-old Department of Post by separating its regulatory and services functions to meet challenges of technological age.

"The postal department should also restructure itself to meet challenges of 21st century. The Department of Post (DoP) should look into prospect of bifurcating the ministry from the regulator and the operator, just as was done in the telecom sector," Sibal told PTI.

He said that the DoP should explore possibility of having different entities namely policy making, regulator and service provider. "No decision has been taken yet. It is all a matter of debate and dialogue at the moment," Sibal said.

DoP, which has around 5 lakh employees, is responsible for policy making, regulation and providing postal services, at present.

The over 100-year old Indian Post Office Act bars any individual or entity from delivering letters for commercial purpose. The business of private courier companies is built around delivering documents, parcels and others items which do not fall under the category of 'letter'.

Sources in the ministry said that Sibal held a meeting with DoP officials early this week on the issue of finanlisation of the National Postal Policy 2012 and asked them to prepare roadmap for restructuring as well.

They said that next meeting on the issue is expected to take place in 15 days. They said that the minister, in June, had asked DoP to set up a body to oversee the unbundling of its functions.

Subject- Clarification on the admissibility of House Rent Allowance (HRA) during the Child Care Leave (CCL) - Reg.

The undersigned is directed to refer to Para 6(a)(i) of this Ministry’s O.M.No.2(37)-E.II(B)/64 dated 27.11.1965, as amended from time to time, on regulation of House Rent Allowance during Leave which stipulates that a Government servant is entitled to draw HRA.....during total leave of all kinds not exceeding 180 days and the first 180 days of the leave if the actual duration of leave exceeds that period, but does not include terminal leave, ..... It has also been stipulated, thereunder, that drawal of the allowance (HRA) during the period of leave in excess of first 180 day availed of on grounds other than medical grounds mentioned in sub-para (ii), shall be subject to furnishing of the certificate prescribed in Para 8(d) of the O.M. ibid.

2. This Ministry has been receiving representations from the female employees that certain Central Government Ministries / Department / Establishments are not allowing HRA during the Child Care Leave (CCL), especially when taken in continuation of Maternity Leave of 180 days. The reason for their reluctance may be the fact that CCL has been first introduced on the recommendations of the 6th Central Pay Commission, though the Department of Personnel & Training (DoPT), vide their O.M .No 13018/1/2010-Estt.(Leave) dated 07.09.2010 inter-alia, reiterated that the leave (CCL) is to be treated like Earned Leave and sanctioned as such.

3. It is, therefore, clarified that the ‘total leave of all kinds’ as referred to in Para 6(a) of this Ministry’s OM dated 27.1.65 ibid, will include Child Care Leave for regulating grant of HRA during leave, subject to fulfiment of all other conditions stipulated thereuder, from time to time. It is also clarified that drawal of HRA during leave (including CCL) in excess of first 180 days, if otherwise admissible, shall be subject to furnishing of the certificate prescribed in Para 8(d).
